I'm guessing there are still some things to iron out, I can't wrap my head around the ballistic and gauss rifle cooldown for my highlander 733P that has exactly ZERO ballistic hard points.

did you ever see the King Crab 000B(C) in the trials.. it has Artemis equipped and not one missle hardpoint..

I'm pretty sure they just throw darts at a list of things when they change quirks or build mechs :)

It's to make your ballistics ammo more effective at killing you, and your 1/2 ton guass ammos better at absorbing crits.

It's a trick, you can actually shoehorn a gauss on there if you burn your MWO client onto a double capacity DVD, take it in the bathroom, turn the lights off, and say "Paul Inouye" 3 times while turning slowly counter clockwise with the disc place squarely upon the top of your head. Then you have to copy the client back off the DVD into your MWO folder, overwriting all existing files.

That will unlock the secret gauss only hardpoint, mounted on the left foot of the 733P

try it, it works!

Takes time to fix when an is mech is too weak, you can't expect the same efficiency for fixing something that's actually wrong as for nerfing the bj-1x... They need to collect more data on how these ballistics quirks play out before adjusting them...
