As far as viability goes, I'm no expert with the Ebon Jaguar. I will say that if it were me, I'd put more of the ammo in the arms. Clan mechs get an automatic CASE wherever they mount ammo. if you get an ammo explosion in your torso with one ton of reloads, you're less likely to lose the whole side, arm included. If you get an ammo explosion in an arm, you'll just lose the arm.
If I'm mistaken on the way case works, please correct me. It may be that the case only keeps the explosion from the center torso and it won't matter where the majority of the ammo is anyway.

as far as i know torsos are also case protected

It might work, but it's a pretty strange choice. The EBJ is notoriously fragile as a heavy mech, but it's really fantastic at sniping or medium range firefights. When you combine medium lasers with either UAC5s or LPLs, it's a great mech!
Now, if you want to run a Clan mech with lots of SRMs, the best choice is arguably the Summoner. It spreads damage better, it's heavier, it can carry more ammo. Some people also like the MDD due to its tight spread, and its ability to combine 6xSRM with 2xUAC5.
Finally, it's a curious choice to combine a really hot long range sniping weapon with a bunch of SRMs, which are also really hot, but very short range. If you're intent to run the EBJ as an SRM-boat with Artemis, I would probably swap the ERPPC with a UAC5, just for the sake of having a cooler build and keeping your targets occupied with cockpit-shake betwen your SRM salvos. Like this.
So yeah. Not an optimal build, but it could definitely work, since you presumably have some experience.

I agree that the ER PPC might spike your heat up too high while you close in and you won't be able to spam SRMs.

First rule of mech building, weapon range synergy. There are reasons why pairing small pulse lasers with ER-larges is usually a bad idea

I get where he's going. I have lots of mechs which run ERPPCs and SLs - long range specialist that happen to have anti light capacity since they often operate far from support. Weapon synergy is only for weapons you can do simultaneous useful damage with, and in this case he wouldn't be using the PPC for close range stuff. It's pretty BT actually.
But I would say with the EBJ it has such a restricted torso twist range, and is so fragile in general, that the you could never really employ the SRMs to full effect, would suffer seriously from having ammo in the torsos, and it doesn't make full use of the high energy mounts for sniping. Better with the EBJ to sacrifice short range ability for long range.
