In Mechwarrior 4, you put the custom image in a folder, and you could see it.

It then transferred to other players, but it doesn't have to.

No moderation needed if only you can see it, allow players to share manually and there are no complaints

I wouldn't mind have some custom decals, as long as they are monitored carefully.
