They already do have increased spreads and cooldowns... plus IS SRMs do more damage per hit and Clan LRMs fire off in a stream that's much easier to dodge in part than an IS salvo.

Umm, this is vague. You mean autocannons, ultra-autocannons or both? In any case, cUAC/cAC are already nerfed by shooting in bursts.
And again, clans don't get significant quirks. Are you willing to roll back IS quirks?

The Gauss one might be a good point but I don't think clan gauss is a hot commodity anyway. Short of dual gauss platforms it's pretty much non-existent on clanners.
