The important question of the flamer is:
What is the true spirit and purpose of the Flamer?
The Flamer is supposed to be the weapon that applies heat instead of damage.
If it's not effective, just increase the heat it applies to the target, job done.
My suggestion:
-- Make all flamers 1 ton heavier. (IS Flamer = 2 tons, CLAN Flamer = 1.5 tons) The extra weight would be to prevent those crazy light mech Flame-spam builds.
-- Make all flamers apply more heat to the target, at least
triple what they apply currently. The point of a flamer is heat, not damage.
-- Make it cause
zero damage. It's fire, not bullets. When the target mech overheats, then it's own heat will damage it's own internals; This mechanism is already in place and would require no rework whatsoever.
Easy fix.
The extra 'heat power' and weight would make selection of the flamer a more strategic choice, rather than it being something you throw into a spare hardpoint, or something you need 4 of to be effective.
