ok few things, download this DDU, and it should tell me what to do and walk me thru?
then reinstall using the geforce experience
then delete my cache? I dont know what the cache is, and do i do this before or after the reinstall?
i cant do a repair since i cannot find the MWO repair, I have looked in all folders, and online.
Before was a gtx 750TI, played on all high same resolution.

Ok i did followed the directions from the site and youtube, after everything i got the game up to 25 fps, but as soon as anything moves it drops to 10-15. I give up. I cant sink anymore time into a game thats gona give me this much trouble after an upgrade.

If you went from a 750Ti to a 980 (both NVIDIA cards), then I don't think you should have had to reinstall everything, but it was worth a shot.
There is something else going on here. Did you hook up the extra power cables to the new video card? If I remember correctly, the 750 didn't require any extra power besides what was on the slot. The 980 definitely requires at least the 6 pin connector be plugged in.

From a 750 TI to a 980, so existing drivers would have been fine.
And given the lack of technical knowledge im guessing something is borked on the manual side.
What happens in other demanding games of current gen type?
Have you hooked the monitor up to the right port? ie: not the motherboard DVI port but the graphics card itself.
How old is the PSU?
