This is partially a question and request.
I understand why some of the eye candy was taken down. Due to the fact that most community requested it and/or had older PC's and still wanted to enjoy trampling down ppl with their heavy metallic feet. But there are ppl, like myself who sport a tougher rig which could support some of the old graphical marvels that were removed.
This goes two ways now.
Is there a config file which has just some settings turned off specifically for those extra lightning effects and juicier particles?
OR
Was it removed altoegether and would require to be patched back in and hid behind a uber graphics setting marker with a huge performance warning on top of it?

No. Most, like inverse kenetics, are basically incompatible with HSR. Others where simply never developed, such as the old awesome damage textures - they moved to the bird crap instead as it had a way lower dev time and performance cost.

With that said, you can use ReShade to play with the shaders and antialiasing. I get awesome results with SMAA, lumasharpen and a bit of vibrancy.

GEMFX works as well, which is what I use for Elite Dangerous, in addition to some highly tweaked config settings.

Not sure if you can adjust texture sizes to 4096 or 8192 in MWO like you can in ED, but both Reshade and GEMFX can make a dramatic difference in their own right. You just have to spend the time to mess with them. GEMFX allows you to play in a borderless window and see the changes immediately, making it really easy to use.

Yeah, ReShade uses GemFX, as well as SweetFX and a couple others too, so you can use all the different shader tools at once if you want. It's a really awesome program, and it beats the hell out of manually editing config files.
