Also, you talk about timeline, but you totally ignore the fact that, as time goes, clans won't be stripped of their flag mechs (However, thinking about timeline, they should). Also, I don't see a terribly lot of in-universe events that point at any canon materials, rendering whole timeline argument rather slim.
Rifle-class ballistics isn't really necessary in the game. Simple quirks can extremely out weigh an AC over a rifle as a demonstration of how little difference there is. Rifles has a straight disadvantage at damage per ton... which if you are a light mech you would want more damage for the little amount of tons you bring. Not less. Light Rifle may be worth while but for it's low tonnage. It has extremely low damage. It does 3 damage While a heavier AC 2 does slightly less but could fire 4-6 more shots in the same amount of time.
If you want something for light mechs for ballistics the better idea is to incorporate ammo types into the game, in this case... well. Caseless ammo! (badum tish...) Which doubles the ammo per ton in exchange for a minor jam chance. This means light mechs can spend half the ammount of tons on AC 2, 5, 10, and 20 ammo....
On top of that, Rifles are experimental and obsolete. I think they are actually extinct by this point in timeline. I know for sure not a single mech 40 years ago to 40 years from now used them... I personally can't even name a single mech that has used it to start thinking about it.
Your point of ER small lasers doesn't hold much merit... what is wrong with normal small lasers? The extra range and heat of an ER small laser isn't worth randomly breaking the timeline and adding it into the game. No real mech close to timeline would require that break to be pushed in early if there is even a need to add more IS mechs or push any early besides some key omnimechs for IS which most of them do not have an ER laser. (Raptor, owens,avatar, hauptman, etc)
On the topic of events we did have the battle of tukayiid and such... Events are not held to often as I do believe PGI is working on ways to make them better. A better game mode/ reward/ etc...
They have it semi regularly... well it's actually the only event that's about a game mode/ playing that is outside the norm. So that's a thing .Also the videos show glimpses and easter eggs of our era as well as the tech and time line progression. We are going to get some of the first 3053 mechs this year or very early next year which is suitable as it is the year 3053. Abolishing the time line would be rather stupid in my mind. It'll break some of the remaining senses of introduction of mechs and weapons.
I much rather preffer adding things as they come rather than "because why not?".
As much as I want to see RAC 5's and mech tassers everywhere I think sticking to the time line is the best decision...
besides, for light mechs I think it'll be better to add Mech Motars to them instead of Rifles. This allows them to be an indirect and direct fire support with splash damage while being friendly on the tonnage... you could boat 2 mech motar 2's on a locust. (4 damage total, which is nice as it's still more effective than a single LRM 5 and AMS doesn't target these)
