If someone had all that done though and all I had to do was hit print, then I would be grateful (and be obligated to donate a mech pack or whatever from the gift store).

This exactly. They'd be printing their own money. And PGI wouldn't have to do anything, just collect that royalty check.

3d printers have a max size they can print. The bigger the print the more time and filament used to print it. There's a little more to it than just scale.
You also still have to use the 3d model, splice it, etc.

They dont own the licensing rights nor did they go after it. Its that simple...
They never planned on making a tabletop game so why buy the rights to minis?
Its just another license, more hoops to jump through and a lot of work and money spent for little to no return. Honestly I bet HBS would do this long before PGI did and HBS is using mostly PGI assets as far as I can tell.

Willing to bet that nearly all the whales of this game would have a pretty extensive collection, as well as tabletop only guys.
