The scope of your Operation: Flaming Sword was clear, retake 8 planets from Liao to make up for those you lost. Are we to assume that your deliberate misinterpretation of these orders to 'attack until told otherwise' is an indication that Marik wishes to prolong this conflict?
You have Mercs to reign in now Marik, failure to do so will do the honourable name of your House no favours

I am sending this message to you with the utmost urgency.
It appears that some of the forces aligned with the Free Worlds League Military have overstepped the boundaries of Operation Flaming Sword. The initial Op called for the reclaiming of eight planets. My SitRep display shows a total of nine Capellan planets captured. We currently have a team of diplomats on the ground on Sian working to broker a ceasefire with House Liao.
In accordance with the end of Operation Flaming Sword, be sure that all Seraphim Regiment assets are out of Capellan controlled space and do not take an aggressive stance towards the Capellans should they feel it necessary to retake one of these worlds to set the record straight (that may become a bargaining tool to bring the conflict to an end).
In the event that this may happen, withdraw all sensitive assets from the newly captured planets so that none of your soldiers become compromised should this reclamation take place.
Once all of your assets have been recovered, the Seraphim Regiment is to begin redeployment immediately to the Davion border to resume action there.
I would suggest that you begin by capturing the seat of the Zion Province for starters. This would allow your unit to reclaim familiar territory while also staying close enough to Capellan space to insure that the ceasefire is upheld.
All remaining FWLM federal forces will be re-routed to the Davion front to resume actions there. Mercenaries will be accompanying all federal forces in this theater except for the Phoenix Legion.
The Captain-General would like for the Phoenix Legion to reconnoiter the Steiner border as it appears there has been some recent activity there. SAFE agents have not been able to establish a credible motive to explain this activity.
Border Raids? Pirating? We are not sure.
We feel confident that it is not an invasion by the Lyran Commonwealth. But, just to be safe, we are sending Phoenix Legion to that theater so that we are defended by a competent mercenary force and it will not be a violation of their Honor Codex which would constitute a breach of contract.
I hope this communiqué finds you and your troops well. Please keep me apprised of the situation in the region and broadbeam this message to all Marik forces in the area. It does not matter if it is intercepted … that would only serve to make our intentions more clear.

Cause this time the Capellans had been taught a stern lesson in staying away from Marik invasion corridor no matter what. I doubt they will try something as stupid as eight planet grab, again.

I'd be interested to know how Marik, or any faction for that matter, is supposed to reign in merc units?
What would you like us to do? Report Lowtax for joining Marik?
Report units like Lowtax for blatantly and openly saying they joined Marik for no other purpose than to try and damage and ruin the community we're trying to build?
Perhaps we should give units like SWOL a "stern talking to" in faction chat?
The loyalist units that are part of Marik website and TS server we own are "in line" and do follow our council's decision. What exactly CAN we do about anyone that tosses on a Marik affiliation for a few weeks with nothing more than the purpose of trying to cause grief to others in the community?
When you can answer any of those questions we can talk about "reining in" merc units.

Only thing that can be done is for Loyalist units to bring up behaviour in the forums, and talk with the members of the aggreived faction and offer appropriate reparitions if needed.
Case in point, in the recent Marik/Liao conflict we handled the initial aggravation by Mercs amicably in exactly that way, a lesson Marik seems to have taken to heart. Things only went south because of Loyalist units pitching in.
Tl;dr If Mercs are picking a fight for you, you have to communicate with their targets to counter them.

We propose to both - keep fitghting for the planets, but not to capture them!
Attackers should bring percentage up to 50% and then stop. After 50% atackers will defend their planet, and defenders will atack up to 50% again.
It is very simple and no one can say that somebody had taken my planet from me.
So no more insults and buthurts, just continue to fight.
When 3rd CW phase will arrive we will unfreeze our NAP and will follow CW3 PGI rules.

Why can't we just do something similar across the entire IS map?
A gentleman's agreement between the bigger loyalist type units within each faction should help. Then if and when big units try to throw their weight around we all have clearer paths of who and where to attack and even though we might not all have 12mans, we can start to build a better overall unit of PUGs who regularly play together. That's going to be what builds alliances and relationships within CW Phase 3 and beyond.
