A multishot lighter AC dealing 20 damage per wave with lighter? No... a Multishot lighter AC dealing 20 damage per wave and then another 20 damage in ultra mode? Yes It is basically an AC40 weighing less than an AC20 with a chance of jamming.
Stream vs. blob firing LRMs is again debatable, but still the half weight aspect really makes a difference if you are going to use a LRM5 or 10 or maybe a LRM20 instead of 10... but a constant stream of missiles is absolutely destructive for any mech trying to brawl with one of your teammates. he has constand screenshaking ontop of whatever your teammate dishes out at point blank range. The best mobile missileboat (imo of course) is still the Maddog with 6*LRM5 plus backup weapons. The only other mech that can manage that is the Cat A1 and even then it is heavier and can not bring the backup weapons for infighting incase a light comes too close without sacrificing at least one LRM launcher for a short range launcher.
As for energy weapons:
Why would anyone want to take any IS SL, SPL, ML, MPL or LPL instead of the clan variants with more range and more damage? Yes, the heat is higher, but not that much compared to the weight saved on the LPL as well as the longer range and higher damage.
The ERPPC is debatable, as the clan does not have the option of the regular PPC, but still the Clan ERPPC blows the IS ERPPC away in nearly aspect.
The only one where I would really say I would rather take the IS version is the ERLL due to the long burn times.
