They suffer a hit to DPS (around -15% or so) already, and they lack some of the quirks that make some of the IS dakka boats fantastic.
I do realize this would complicate tech balance if PGI decides to stop using quirks to bandaid the tech balance gap, but in the interim it would be nice to have more consistent AC options.

Any rationale for that? Or just a random brain fart?
Here's a rationale AGAINST it:
uACs are not realiable. A weapon that can spontaneously jam for several seconds is next to useless or a dps-gamble at best.
I prefer the normal ACs over ultras when I can't at least equip three of them.

You should be able to just hold the trigger down on the UAC2 without jamming since it shouldn't be double tapping for you.

Simple. Don't double-tap them.
They were originally placed there by PGI as mere fillers. And I am just sick and tired of so-called "fillers" eventually becoming "features". It shows either laziness, incompetence, or both.

I do not understand how people can not see they do not jam if you do not double tap. If double tap and jam then move. If you got enough cermlas, you can usually sink this up with a cool down break. The uac20 cooldown is a b****.
BTW DPS is a lie in this game. Alpha Alpha Move.

Or, make clan ACs single shot instead of burst fire so that they serve some purpose and maybe buff velocity or CD.
That goes against the entire point of making clan weapons not objectively better than IS weapons.

The struggle is real.

Except they are currently anyway, quirks are the only thing saving most of the IS weapons, that and nicely placed hardpoints.
When PGI decides to do the smart/right thing, then you can go back and look at how to balance them.
Also, without velocity quirks, the Dakka Mauler will still reign supreme.

Have they not already dropped the bullet count and decreased the delay between each shot?
