A 4x C-UAC10 that would do 40 pinpoint damage plus another 40 on double tap? Give me a break ... that is so far from balanced that it isn't even funny.
And as mentioned above, the face time required is no worse than lasers and in some cases better.
Edit: As for hit registration ... if you have video you can send to PGI ... please do so ... since they don't seem to believe that hit registration has problems. Personally, I haven't noticed any issues in particular recently but it can be very hard to judge hit registration from the client side due to the requirements of client<->server<->client synchronization.

You do know that the ERML has an optimal range of 405m while the cUAC/10 has an optimal 540m, so if you are actually capable of aiming properly, the cUAC/10 is better at long range... But like I said, you have to be able to lead and aim, something the current laser vomit meta doesn't teach or encourage learning.

But I also think UAC for both IS and clan should be longer cooldowns slightly (because of double DPS), as well as both being burst.
Why? because its fair.

Dakka + laser == dead mechs who have a hard time shooting back.
Stick with the other ballzy mechs and poke when they do. Clan Uacs will turn a match unless you try to play safety sniper. The same goes for spray their face with lasers while you gauss charges.
