The Spear Title, How To Obtain?

I noticed The Spear title in MWO today. I did a bit of research and found it comes with the Resistance 1 pack - but I can't determine which level has it. If anyone knows, please reply. Sorry if this info is actually somewhere - my Google Fu is weak.

The Spear comes right after the Clan Wave 2 badges on the badge page, so I wanna say it's the Panther level pack for Resistance I. Don't hold me to that though.
