I often am in a situation where I'm standing behind a corner, and I know an enemy mech is headed towards me from around that corner. What is the better way to attack: Should I wait for him to pop around the corner first and unload into him? Or should I wait until he's just about to come around, and run out myself in front of him, unload, and keep circling?

Well, what else is going on is critical. When he rounds the corner, after you hammer him, will you have cover, or be left exposed? Will HE have quick and easy cover? If you jump out, does it change that? Do you want him to stop and redirect, or do you want him to come closer?

There's way too many questions.

Wait for him to come around the corner.

Depends on your mechs profile in part, how much of your mech are you exposing rounding that corner?

Also, whether or not you want that mech rounding that corner. If your worried about that one mech flanking your comrades, then it may best to peak out and take a few shots to keep that mech from advancing, or at the very least think twice.

Too many factors to have a simple answer.

First: What mech are YOU piloting? (Weapons, damage level, weight class)
Second: What mech is coming around the corner? (Same as above)
Third: What else do you have around you? (What terrain? Any allies?)

All of these should change your behavior depending upon the answers. If you can move from cover to cover it will usually be faster than trying to pop out and pull back. If you're in an assault, you might not be able to change directions as well once you commit so it might be best to stay in a decent position rather than move to new cover. If your enemy mech is an assault and you are, say, a light mech, it might be best to come out at a 90' angle whereas in a slower mech you might want to peek out and expose only half of your arsenal...

More factors in it too.

Does the enemy have UAVs floating above your head? Do they have/possibly have Seismic Sensor? Did they see you get to the corner, and therefore can extrapolate when you are going around that corner?

If any of these are true, you will NOT have a good time rounding a corner. To be honest, if you are aware that someone is around the corner, the best thing to do if possible would be to get a teammate to whack him from further away to get him to turn, or to at least draw his attention. That way, you can round the corner and start beating his face in. Play dirty; don't fight a fair fight.
