Well, if used for delivery, I would think that it would mean the lance drop-zones will be pretty close together. I don't see them bringing in 3 separate Unions for the lances. Too big (unless they totally screw the size).
I'd like to see it as a capture point. Imagine the Union dominating the center of the map with various support buildings surrounding it. Inside is the capture point with entrances. The "hangar" interior would be a huge cavernous space (think like in HPG but no upper level unless they use two levels of hangars.).

I can imagine such Union functioning as a "timer" of a certain kind: The attacking team must be active and actually attack before the Dropship powers up and brings its weapons online.

45 ton is a Medium
I think of the 40 ton Cicada as more of a "fat light", but I'll agree that 45 tons is fragile for a medium. That is why I never ran the Vindicator with SRMs. I don't want to engage any enemy that close. Give me PPCs, LPLasers, or even LLasers any day. Even my SIB is currently 2LLasers, 2 LRM10+Art, and TAG.
45 tons (especially humanoid) is a bit too fragile and large for up close combat.
Maybe if the Phoenix Hawk is scaled small enough and gets the speed from MASC like Bishop was saying, maybe then it might be ok to run in fast, strike, and get out.
Honestly though, I'm thinking it needs to be more ranged. Speed or no speed, it is still fragile (45 tons) and isn't as low profile (with higher mounts) like the Cicada.

Well, hardpoint inflation, so the one with 1E in torso might be 2 or 3 E. If we get that one. Sooo many canon variants it would probably be best to just wait for the announcement.

I kind of like the concept art, but I am not fully convinced it's worth my real dollars. Definitely worth the c-bills when it eventually releases for space cash. I know the in-game model won't look quite as nice, but so far, the art in this game has been quite good. I always think they could do better, but I also often think they could have done a lot worse, and I appreciate the balance of time, quality, and cost.
One thing I love, and I can't explain why for this one in particular (I generally like simpler, non-decorative pieces), is the embossed torso design.
