What types of builds most benefit from the revised targeting computers?

Clan mechs with the room and tonnage to spare.

I try to get at the very least a TC 1 on all of my clan mechs.

targeting computers provide no bonus for Machine Gun, LBX Autocannons or Missiles.
if you are using other weapons then it may be worth considering a Targeting Computer.

it is up to you to figure out if it is worth the weight for the bonuses it provides.

Builds that boat slas, splas, mlas or are dedicated snipers. Also some Direwolves have so much spare payload you can justify it.

In my opinion a TC should always be an after thought as Clans have never ending issues with heat and you should offset that heat before any other equipment choices.

I tend to put at least a TC 1 in for the increased component chance, which is hopefully working now, but yes for the snipers I will run a 6 or 7 depending on weight class.

The 4% beam range bonus on the mk1 makes it a good choice any time you are expecting to be shooting lasers beyond optimal range.

I'm running a mk7 on a gauss/laser direwolf at the moment, I'll probably drop it to about a 4 to fit more heatsinks though.

With modules a TC 7 means a very long range for C-ERLL...

Non-missile builds. Easier to list those that DON'T benefit from one:

SplatCrow and StreakCrow
LRM, Streak, or Splat Mad Dog
Any other mech boating mostly/all missiles

If it's got significant energy or ballistic weapons, it's going to benefit from a TC. Personally, I tend to think of it as a better companion for pulse lasers, PPCs, and most ballistics. Not AS great, IMO, for ER lasers, but still worth the single ton/slot to carry if you can spare it. Even a TC1.
