If Archer gets LRM20 specific quirks... many will consider it the biggest waste of money they have ever spent.
LRM20 specific quirks will automatically categorize a mech as bottom-tier. Weaker general quirks would be much better than having strong-OP LRM20 quirks.

Not if they're the right quirks.
LRM-20s are bottom tier LRMs primarily because their spread is so bad. I'm around 50% with LRM-5s but only 30% with LRM-20s, and that's pretty much entirely due to the LRM-20's spread. It's just massively terrible.
So give the Archer spectacular LRM-20 spread quirks. Like, reduce LRM-20 spread by 50% on the Archer. That one quirk would make the LRM-20 the go-to LRM for the chassis, and I don't actually think it would be OP because of the fact that LRM-20s are so bad to start with.
Even if that somehow doubled LRM-20 accuracy, they still wouldn't be OP. Their cycle time, heat, and weight are still enough to make even 60% accuracy not that big of a deal. Think about it... that'd be a 10-ton weapon with a cycle time of 5.5 seconds that does ~12 damage after a time-to-target of anywhere from 2-5 seconds. That's not OP. That's... like, average.
