With that being said, the Light Goose Waffle actually might suck in MWO because PGI stays closer to the TT stats than MW4 did for weapons. To be specific, the Light Goose does 8 damage, while weighing 12 tons. Thus, it has a much lower damage-per-tonnage ratio than the real Goose Waffle.
The range isn't all that much longer, either. Goose Waffle is 660m, while Light Goose Waffle is 750m. Normal Goose shoots far enough, especially considering that is still has 3x max range.
PGI might add another nail to the coffin by giving the LG the same charge-up as the normal Goose, even though it only deals half the damage.
IF PGI chose their stats carefully, the LG might be viable when carried in only a quantity of one and exactly one, but the key worry here is that PGI won't give it good enough stats to compensate. Using more than one will never be useful however because you should just be using normal Gauss.

It still could work while adhering to the TT stats at the same time by adjusting the cooldown and/or the number of permissible charged Gauss at a time, let's say 3 for our hypothetical Light Gauss.

You are also talking about potentially obsoleting the AC/10, which is already not considered great. Because they weigh the same and because Light Gauss has greater range, the latter has to have notably worse DPS compared to the AC/10 and, with that in mind, it will end up being inferior to standard Gauss, too.
Unless AC/10 and Gauss get a DPS boost. I would embrace the former, and condemn the latter.

Just adjust the various variables beside weight, slot, heat, and damage so it doesn't suck.
EDIT: to be more clear, it still has cooldown, the number of permissible charged Gauss at a time, projectile speed, weapon HP, and chance to explode. I think that should cover the most important parts.

It would be a great weapons for IS mechs that CANT carry more then one, could even quiet the cries about the CGauss being lighter (who am i kidding, it wont).
But on mechs say like the Sad cat? Maybe i could actually make a viable Gauss build on it with a Light Gauss Rifle?
Be fun to have, but im sure it would go very badly wrong some how.

Light Gauss is not available for Clans and, as FupDup said, weighs the same as cGauss.
Light Gauss also really isn't necessary for the smaller IS 'Mechs. I can comfortably fit an isGauss into a Blackjack with five medium lasers. At 40 damage, that's pretty decent. The bigger limiter is the range on the lasers...which used to be a much more competitive 365 m but is now a slightly-too-short 324 m. All the Light Gauss is going to do, is allow for a few more DHS at the expense of 7 damage...that's a crap trade.
A 'Mech lighter than the Blackjack isn't really heavy enough to take more than a UAC/5 and is just a lulz build with something heftier.

HAGs would probably fire in bursts, with 5-damage per slug. Given the velocity on Gauss...that won't actually be much of a drawback. These things could be really gnarly.
Of course, the most interesting Gauss weapons to come are the lightest ones: MagShot and AP Gauss. Both would introduce meaningful choice in ballistic options for Lights and light Mediums, though something would have to be done to offset the 1 extra point of damage Clans get on AP Gauss.

So if you could keep your enemy at ~2 km, you could do pitiful damage whereas he could do none. Just how often does this scenario occur in MWO...
They could up the rate-of-fire of course, but it'd still remain a weapon for the kind of long-range scenario that just doesn't happen often enough to warrant gearing up for.
