I friggin' hate Frozen. Not because it's a bad map, but because it plays out the same 100% of the time: one team goes C3, one team goes b4, nascar ensues.
And if you try to play it otherwise by trying to coordinate with your team, 50% of the team ignores the suggestions and goes to the same old spots, splitting the team and causing a stomp, so you'd better not even try herding the cats.
But lots of players like it because it's fast, predictable, brawly and cold, so they can just do their 0 mental effort match... which to be fair is understandable.

The map is very well designed, usually you're in contact with the enemy very soon (even if sometime your spawning point can be too near the enemy team). I like brawling and this map usually has a lot of "street fighting".
One of my favourite map.

Edit: One of the best matches I've had with MWO were on this map. It's small and the two teams usually fight in few locations. While you still need coordination, for playing with perfect strangers in a PUG (where, by definition, coordination is minimal) it's a lot better than other larger map in which you see your team mates spreading over all map and getting prey of the enemies 2 kilometers away...

Because:

Large population of players who only like skirmish + Laser Vomit Alphas are hot. = small, cold map where pew-pew is all that matters.

I rate the map as mid to low of my favorites. I never vote for it unless the only other choices are Terra Therma and Caustic Valley.

Actually I, like everyone else, already know the reason people choose this map. Still, I'm curious with the fact that despite one version of the map is super foggy which forces you to play in black and white, it will get the majority of votes.

The nature of the game dictates how people play. Although I want MWO matches to be grander and more involving, I guess I can only hope that it will come some time.....

Most people run pulselasers and medium lasers or srm boats wich all are short ranged and hot. Frozen City favors those by being small, tight and cold.
Its a forgiving map because even if you run into a bunch of enemies you have a fair chance to get out of that situation.

I dont mind frozen City but alpine peaks , polar highlands and tourmaline are way better maps imho.

Frozen City pretty much sums up the bulk of the player community and, quite frankly, today's generation of people: everyone wants to do as little as possible while getting the most in return. FC allows laser vomit, which is stupid easy to play, to go unhindered AND nobody has to wander around looking for an enemy, despite knowing where the enemy will be. The real travesty is, though, that the bulk of the player base can't play this game for crap and, even on the easiest map available, find new and exciting ways to screw it all up. But, they keep dry humping that doorknob every chance that they get because it somehow makes them feel better.

I so don't understand it.

I like FC whether I'm in my brawlers or my scouts because you've gotta have some urban combat for it to be MW. The map looks great when it's clear and when it's fogged over it adds a whole new layer of (literal) atmosphere to the combat, where it's hard to see and you can run into the enemy around any corner, or shoot your friends accidentally. You can't really say you'd want to play MW without some brutal urban knife fighting, can you?

The fact that you put Polar Highlands at the bottom makes it impossible to take your opinion seriously.

Yeah how dare he not enjoy this wonderfull map.

Where in Pug you can walk in circles for 5 minutes without even seing an enemy.
Don't know any better way to spend my time with.

Or hey the amazing fun i'm having in my Brawling mediums on this map.
It's fun and engaging to be unable to do anything cause both Pugs decided to be big balls of Death made from Large lasers and Lurms that basically instakill you if you do anything other then Poke.

As the tittle says:
Why are so many folks choosing frozen city

Is it the minimal time to bump into the enemy? Is the map design so awesome that people still choose it despite it being super foggy sometimes?

Also, is Skirmish on Frozen City the best thing that could happen in MWO???

I've had like...2 matches there.

Whenever Viridian Bog pops up, I get like 70% of people voting for it... which is odd, because 90% of people I have dropped with have NO CLUE what they are doing on that map.

*sigh*

Frozen City is one of the most balanced maps this game has ever had, which is another reason why it's so popular.

BT is decidedly not urban. Mechwarrior maybe but not BT. In fact they avoid the cities like the plague in all the novels.

Short answer:

Long answer:
1) Map isn't big - no bias towards faster 'Mechs.
2) Lots of cover - no bias towards Snipe/LRM Meta.
3) Balanced (going to A3, when you spawn at A4, to prevent stomp of Assault, that happens extremely rarely though - isn't problem).
4) Many spots, fight can happen around - great variety of tactics and diversity of gameplay.
5) No waste of time.

1.One could argue that's a bias towards slower, heavier mechs or simply one against fast mechs if it's not balanced.
2.I agree that cover is nice.
3.Perhaps it's simply my experience but the fights usually go the same way on this map.
4.See 3.
5.I agree. I like quick, fun matches most of the time.

Not to say I disagree with your list, just wanted to address a few of the points and get your feedback.

People choose Frozen city because it fits the laser vomit meta so well. Its 100 degrees below 0, so everything is cold. Its small, so no one can run and hide, highly resistant to LRM builds. Its pretty much everyone's meta wet dream kind of map.

I honestly personally dont like it.

Voting basically goes to the coldest map, cause heat is hard. There are variances based on who is in the match- for instance, lurmboat man is going to not 100% go with the heat index, he will probably take other things into consideration like cover, and size of map and how often he has been left behind and devoured on certain maps.

Brawlers and the like, well, IMO only the bads can't make brawl mechs work on certain maps. Long range poker "ubersniperz" might like certain maps more then others also depending more on maps allowing for vantage points to take shots at the enemy deathball. There's no such thing as a sniper nest in MWO, and players that run off YOLO to find one generally are a detriment to their team.

Personally, I thought Frozen City was a better map in 8 vs 8, and has become too crowded in 12 vs 12 to allow for any proper maneuvers. It's bascally:
1. Regroup
2. See if the enemy is pushing or camping
3. Push if the enemy is camping, nascar if they are not.

We used to see a lot of different motions when there was less firepower on the field.

IMO, the best map is Tourmaline for variation in play. Another map where player count and spawn location ended up making the map worse, but not as much as some others. When it was smaller teams, and both started en mass at the "base" on opposite ends of the map, there was some real scouting to be done(comparitively) and the main fights could be pretty well anywhere on the center 1/3 to 1/2 of the map. Nowdays it is still spread around 6-8 grids, but bigger deathballs and higher alphas has concentrated the fight area a bit compared to when that map released. Players avoid it cause lazors are hawt in the dessert mang.
