PSR shouldnt have been implemented before the steam launch where it drops experienced players with brand new players learning the game, leaving tier 1s and 2s maybe 3s safe but downward spiraling 4s and 5s.

I think the MM does and has always worked toward keeping people at thresholds, in may case it's a 1:1 KDR and 1:1 WLR. It just seems like it always wants me floating around these ratios. I could be totally wrong, and it's just some subliminal handicap that I give myself in game, but I have statistically been in the same spot for over a year and a half. It's fair.
It's just you. Even with most of my time spent on the elo system in solo que, I've got a 1.82 W/L. There are plenty players above 2. As long as I'm winning as much as I'm losing I'll bring something fun like a MLX or Kit Fox, but as soon as my W/L goes negative it's carry Timby to the rescue for a couple matches to set things straight.

Said MWO was a team game with a straight face.
Sorry but it is not. At least not in Pug queue. I will go with your argument in group queue but not Pug queue. It is a nice ideal but I am not sure Pug queue has ever been, nor can your desires make it, a consistent team experience. CW is supposed to be our team play experience and I think your efforts should be more focused on making that successful than trying to make something that will never be a team play experience into one.
And PSR does not reward team play, it rewards massive playing. And your thought that you even have to contribute in a win to get rewarded isn't supported by the PSR scoring system. A score of zero in a win means you tried equally hard as the guy pulling 400 damage in a loss. Really?
But let's break down where PSR really fails. It in no way rewards equally depending on game mode. Play Conquest by capturing objectives and everyone loses. Makes zero sense.
PSR is bad.
But hey most people that talk about group play in MWO don't want to be rated. Which is odd because every decent group centric game out there rates their players. Wonder what people are so afraid of.

I've come to the same conclusion that the solo que is a sunken ship as far as teamwork goes. CW is really the only thing that can save this game, at least for me. In the meantime, I'd like to see derpy 2-mans be able to join solo que and serious solo players be able to join group que. Until CW is a thing, that would let players migrate to the kind of experience they're looking for. I'm a team oriented player but I don't want to hop on the meta/comp bandwagon so there just isn't a place for me in MWO.

If you look at Russ' initial post explaining PSR his whole convoluted idea for making it work the way it does is because he thought it would encourage more team play since making your rating go up would be largely dependent on you helping your team win.
This in itself is the ultimate reason why the W/L ration part will never work. To even come up with such an idea is so America-centric it is borderline naivity and stupidity.
It shows zero understanding of the world outside of America - consider the EU server with over 40 languages, or the Oceanic/Asia server with probably in the realm of 100+ languages ... and NO COMMON SPOKEN LANGUAGE.
Try playing with East Europeans (especially Poles, Czechs, Croats and others from that region) whose response to a request to use English is, "F**k English - Learn [Polish, Czech, Croat, whichever for wherever they come from]!".
The team based element of PSR for solo queue should be removed for that reason alone. It's no surprise that most Brits prefer to play on the NA server due to language commonality.
