There's a difference between shutting down to secure a victory, and prolonging a match just to be a tool. If he's the last man remaining, there is NEVER an excuse to simply shut down and hide. Team treason or not, he's prolonging the match needlessly because even if the timer runs down, his team will get a loss or a tie at best. Better to just go out in a blaze of glory and let everyone have their mechs back.
There may be a rule on teamkilling, but if I remember the names of these players and they engage the enemy, I won't have their back. There's always someone else on my team that's more worth protecting than a selfish coward. It's not a teamkill if I don't shoot them, after all.

If the last player is still actively trying to secure a win for their team, then they have the full 15min.
If the last player is clearly not making any attempt to win the game for his/her team, then that is a reportable offense clearly outlined in the Code of Conduct. Might want to look into that before you say 23 other players are obligated to wait 15min for the sake of one player trying to preserve their KDR, which you seem to be alluding to.
No matter how you feel about it, it doesn't change the fact it's against the rules now. OP has every right to be angry at this kind of behavior.

Got that single douchebag that runs off and hides and wastes everyone's time? Well, see how he likes when we cap his objectives and rendering his effort moot and futile.

Make an algorithm, based on how much time remains, how many mechs are left on either team, and how long it has been since either team did damage to the other team (and how much). When certain conditions are met, surviving enemies should make a loud, visible ping on the radar, similar as a seismic contact, but with an audio cue as well. Visible on both the mini-map and the battlegrid.
As the match drags on, the pings would happen more and more often, so a Spider with ERLL couldn't just snipe ever 2 minutes to avoid the ping.
Problem solved. I'll give you that one for free, PGI.

I know the rules and how the CoC has been changed on this matter over the years....I am not arguing that. My point is why is someone allowing the last guy to ruin their day in the first place that they need to go running to tell on someone for what they think is some egregious waste of their time? If I were this person or a person like this I would exit the game and fdrop in a new mech...problem solved. The mech I was using will be available after I get out of the new match. Even if I was alive and didn't feel like playing the game and finding the last mech I would just exit the game still....because MWO is a pointless pew pew game and nothing more than that. Quick matches account for nothing but grinding CB. There is nothing to do beyond that. So the real waster of time is PGI for giving us a hollow existence of what could have been a very deep and robust game.
Besides, I have no issues with someone playing out the time limit even if avoiding fighting . The CoC is stupid on this point due to the time limit and having the most live mechs at the end of a match IS a win condition in the first place. The rule is only in place to appease the derps who think their time is more important than anyone else and the dictators who like to force people to play the way they want them to play. I don't subscribe to any of that. I choose the right for people to have fun and play the way they want to.

Just get another of you cheese laser boats and join another match.
If it's me I'm gonna make you work for that win.
Just that simple.

Last time it happened the SAME guy went all the way the tip of the center ring on terra therma, it doesn't matter if you know where he is you CAN'T GET UP THERE unless you have taken like a 100 jump jets. You can't even shoot up that high.
