IS mechs should be durable, tanky, rugged but clumsy machines, and nasty at closer ranges. Clan mechs the (generally) faster, harder hitting, but more fragile mechs, and ideal at longer ranges. Terran vs Protoss. Sledgehammer vs Scalpel.
Right now, for example, we're at a point where an all Black Knight IS drop deck is a nightmare to deal with in CW because the tools the Clans have to counter it are extremely situational. An atlas rush deck is currently also difficult to deal with - though once we get the Kodiak that might change.
