Yes and no. The full, large scale terrains that LL uses? Could never work in MWO with its limited game modes.
But Polar Highlands proved that miniaturized open terrain could still work, and I think smaller versions of LL maps could still work quite well.

The mechanics in MWLL promote lengthy play. MWO? Play a few drops... get pissed off at terriscareds/hitreg/terraininvisiwalls/repetition and then you quit and go play something else for the rest of the night.

what we need is some competition to get some of that much needed development drive and motivation going... hmm... wonder what happened to that...

The problem with that is, what does this community want?
I know what I want:
An Eve style universe, where players can form Merc units, join famous merc units, join house militaries, set up industrial centers to control the production of mechs or equipment. I want to see different manufacturers of weapon systems like Donnal PPC's, Lords Light PPC's, Pontiac AC's or Imperitor AC's all with different stats, but the same end result of a set amount of damage over say 5 seconds. In short I want a living breathing universe. What we have now would serve as a basis for Solaris VII arenas.

Just looking at the first screenshot, if underwater mechanics were like in MWLL, half the forum would be blowing their tops off at PGI.
As for maps, Polar highlands actually feels bigger than a lot of MWLL maps.
MWO did a lot of things better, but MWLL felt better just by not being "12 battlemechs with paper armor and 12 lasers each: eternal deathball edition", and I feel customization is at fault for that more than anything else.
Also, that's an owens.
Edit: oh, and LRMs aren't full-****** mode, that helps too, I guess

Viridian Bog -- Dagobah from Star Wars Empire Strikes Back.
Terra Therma -- Mordor from the Lord of the Rings.
Polar Highlands -- Hoth from Empire Strikes Back.
We need more epic sci fi movies with interesting scenic backdrops so MWO can be "inspired" by them.

MWLL development got shut down and it was never completed... and even in that state it "feels" better
yeah, it has a ton of problems, i wont even try to say otherwise... but it still "feels" better even in that state
i wonder how would it look if it ever was actually completed

That sounds well and good but how far are people willing to go? Can you permanently destroy factories? Nuke worlds? Do you care if your home world is permanently conquered? Can factions be destroyed forever? Can you make entirely new factions?
How far do you deviate from the actual timeline?

Once it becomes a living breathing universe the established timeline goes out the window. As for Merc getting world killing nukes, or taking targets not ordered by an NPC house, expect reprisals by House units. On the Flip side House units would be less likely to take offensives against other factions unless another faction takes action against them (through Mercs).
So that new players wouldn't be totally boned coming in late, I would let the board be rest every year to 18 months, with set transitions into different eras every couple of years, say 2-3 years of pre-clan invasion, 2-3 years of clan invasion, 2-3 years of FedCom Civil War, 2-3 years of Jihad and finally 2-3 years of Dark Age before reverting back to pre-clan invasion.

This - weapon quirks should be controlled by which manufacturer the weapon has (Donnal, Pontiac, etc). So you could own three different PPCs with three different quirk loadouts.
And yes - living, breathing universe, please.
And also yes - this game is currently just 12 v 12 Solaris.

or you could just reset it every now and then
planetary bombardment is outlawed by lore (convenient) and permanent destruction obviously would serve it very badly
fighting over factories/planets for resource availability sounds pretty good though... all you need there is a much more solid backbone behind the system we already have - just copy the whole NBT and adapt it, or tie the two together somehow
