There are actually quite a few mechs which are tournament viable even though they are not top of their weight class:
Medium
BJ if you want high mounted Balistics/Energy
Cicada if you want a 3rd scout for overall speed
Nova if you want a pinpoint close range knife fighter
Crab if you want a mech with a small profile
Heavy
Ebon Jaguar if you want a large weapon payload
Hellbringer if you want a clan ECM heavy
Thunderbolt because of reasons (there are many)
Archer for SRM spam
Assault
Battlemaster, Banshee, Mauler,
Stalker, Warhawk Highlander IIC are all better than an Atlas, King Crab or Direwolf for Conquest (The 100t Kodiak could be top of the class depending on how it is implemented, so the Assault section may be dominated by this or one of the other older chassis)
