Poor Performance I7 6700/gtx 970

MWO runs like crap, tanking as low as 2FPS even in testing grounds, but averaging 15FPS overall. I get no performance increase changing all settings to low. Also, oddly GeForce Experience cannot detect MWO settings. I feel like the PC i have should run MWO better, and that I may have a bottleneck somewhere.
Can anyone help me with this?

Power Options - High Performance
Nvidia Control Panel, 3D, Power Mgt Mode, change from adaptive to Max Performance.
There is a tray icon you can enable in the Nvidia Control Panel that shows when a application is using your discrete GPU. In the Nvidia CP, goto Desktop -> Display GPU Activity Icon in Notification Area.

Did you install the chipset drivers for the mobo?
Did you wipe the shader cache?
Did you set teh RAM to XMP?
Can you get reasonable numbers out'a Furmark/ Kombuster? How about UserBenchmark?
Is the card really in a PCI-E x16 patch? Does it have all it's power feds loaded?
Is the CPU cooler fan plugged in?
You did grease the heat sink, right?

dude its absolutely impossible that the game runs such crapish on your pc.I dont know, but even with my old pc (amd tripple core 2,6ghz, 1gb amd 6570hd, 4gb ram !DDR2!) i had 20-30 fps average on mostly high settings. So something is really wrong with your pc, i think it is something with essential software that windows needs to run properly (completely updated windows, directX 9.0c driver, all redistributables x64 and x86 ones (2007-2013 versions).Something like that i guess....
Edit:Oh! and download VCredist and directX drivers only from microsoft site! just in case you end up on softonic site or such crap.software from these sites are maleware greeting programs!

Also, what version of Windows are you running?
For Windows 7:
Right click My Computer - click Properties
Click Advanced system settings
Click Advanced tab
in Performance section click Settings button
Click Advanced tab
In the Virtual memory section click Change button
click No paging file radio button - click Set
Click ok on all of the windows.
with that much RAM, you definitley do not need virtual memory.
hope this helps

If you visit certain sites they install stuff on your machine that slows it down.
Are you surfing safely?
Do you practice clean computing?
Re-install the works from clean read only media.
Mkay?

I also forked out for Trend Micro Maximum antivirus. I'm pretty sure my PC is clean.
Also, other games run very smoothly. Case-in-point I ran Fallout4 and fps never dropped below 60 and that was while MWO was running in the background.

If MWO is the only game with trouble, and clearing the shader cache doesn't fix it.
Are you steam or original client?
If Steam validate files
If original client, run repair tool
If that fails
Flat out reinstall MWO.
