The Map shows the Fedcom and subdivides it into Lyran Commonwealth and Federated Suns halves (And Marches/subdivisions). I wouldn't jump to the conclusion that they are entirely unified.

If travel is used and is even close to Canon, it would take almost 40 x 30LY (rough guess is 1170LY across) jumps to cross the whole of the Sphere. With Recharge times and Fuel requirements for Burn ins and Outs of Dropships, no one will be going from Outsider edges to in, or Inside to Outer edges of the Sphere anytime soon (real timeline wise) ;)

Really important people could make the trip from New Avalon to Tharkad in an afternoon (+ transit time to/from the New Avalon and Tharkad jump points) via command circuit. Get in a dropship, hop to system A, where another ship is waiting to jump immediately to system B, where a ship is waiting to jump to system C, and so on until you reach your destination. Many time military units would commandeer passing merchant traffic (one dropship collar is identical to any other, really) to create an impromptu command circuit and be able to be anywhere in the house in a matter of days, rather than months.

Even at the height of the FedCom's power Steiner and Davion forces were not terribly well integrated. They all served under the unified command of the AFFC, but there were still distinct Steiner and Davion units within that military. Basically imagine if every battalion in the US Military was drawn exclusively from a single state, like the 101st Airborn was ONLY recruited from New York, and if you were from New jersey you would go to another unit.
