I've been nearly begging for a completely new Streak targeting system (to require specific hitbox aiming instead of aiming literally anywhere you want without having any difference) since 2012 but nobody listened. They insisted that Streaks are well-designed, well-balanced weapons that are perfect as-is and refuse to hear otherwise...

You folk could've prevented this, but now you reap what you sow. The Streaking will continue until core mechanics improve.
