Changing the output level for the USB in control panel doesn't seem to work, any hints?

I almost feel stupid for having to ask this but here it goes: How do I change the in-game voip volume?

Game settings. I have mine as high as it will go and still barely hear people on it. Gotta call like you are in a bar.
