At present time ECM is at 90 meters. I would like to see a Module where if equipped on an ECM Mech would boost ECM back up to 120 meters.

If anything,ECM should only affect the mech which equips it.

Simple answer: No.
For balance, I believe Clan ECM and Guardian ECM should only affect the 'Mech mounting it.
BUT, I also believe that BAP/CAP should be a meaningful counter to it. Should that ever become the case, I believe an ECM module to make BAP/CAP less effective against ECM would be good.
I also think that there should be another kind of ECM available to IS: the Angel ECM. I would like to see that version function more like the ECM we currently have; that is, AoE. Should that ever become the case, I also believe a module to ectend its range would be good.
