Scouting is becoming useless as the Inner Sphere refuses to participate. So, to make this game mode relevant it needs a much reduced wait time so if they refuse to defend scouting they give up Long Tom.

In which case they won't queue up to defend for invasion either.
How will that help anyone but you get faster ghost drops?
IF as many people say that Storm Crows are the issue and why people won't queue up then maybe we should try something that will help combat it.
Like give the IS a 60 tonne limit so we could get some Quickdraws and Dragons in to the game to combat the issue.

Or maybe just get rid of tonnage limits for both sides entirely. Then, if you get your butt stomped, you can always say "I should have brought something bigger."

Works for me. The hilarity of watching Dire Whales and Kodiak's getting wasted by Oxides would be worth it.

A game mode where, a substantial number of the opposing side, believe (rightly or wrongly) that the other side has an unfair advantage will simply choose to not play.
I suspect a 45T limit would see more people playing the mode.

Ok well Inner Sphere with their quirks have a serious advantage in every aspect of the game so all Clans should stop playing.

In my experience clans have won more than they've lost in scouting, regardless of which side I'm on. I think it is due to a combination of half weight SRMs, big SSRMs, 7 slot endo/ferro and clan XL engines. Stormcrows just happen to get all of that plus nice hitboxes.
