tbh it's never really been required. We've done almost all of our reschedules and then forgotten to post about em here without any real issues thus far.

the reschedule tool is only used for a limited number of reschedules simply because only team leaders can use it ...
I am no team leader, plus I deal with a lot of non team leaders during rescheduling ... until is is not opened for use for every team member I see only limited use in it (read also the update to dashboard thread started by tina)

plus, if you read the very first post in this thread then it looks to me a lot like being required ....
