The Devs had said there would be something like a training mode where you could test out your custom mech creations. I would like to suggest the ability to create a custom map that you can share with friends that can only be ran in training mode. Kind of similar to what Star Trek Online does with their holodeck. The reason I want this is to create obstacle courses for clan mates to increase their piloting skill. But this could be a user generated single player once npc ai is created for vehicles.
And if not... I suggest designing some obstacle courses.

I don't think making a risk-free dual simulator would be all that good, but I do support yur recommendation that the new mech pilot should be given a few training runs with passive moving targets and several terrain types, just to get used to maneuver, targetting, and array selective fire.
I think it would go quite a long way toward getting new pilots at least into control of their mechs instead of giving up in frustration when the machine won't respond as expected and end up abandoning their team with their mech sitting helpless at the base gate.
Some of us can recall quite clearly how many potential pilots were lost in release Jumpgate (Classic) by the intimidating requirements presented to the newb. I believe that sudden steep learning curve is exactly what caused that game to tank shortly after release.
