you should reread the history on that. Steiner was also involved somewhat and Draconis Combine was very heavily involved. In fact Theodore Kurita is the one who proposed the idea in the first place.

Hmmm ok. It's been some time since I have read this. Perhaps it is time to reread some of it. Still, I do prefer Davion. I just like them.
