Seriously though, I see hugging a lot for it to be reportable offense. Not that I'm going to start hitting report for it but would just like to know the official ruling on this one.

The important bit is Teammates. Nothing about blocking an opponents mech.

I can report anybody I want to PGI. But I have a feeling that they have to be doing something that directly makes other players enjoy the game less. I also have a feeling that other than pure felony level threats or obvious aimbot software, nobody gets banned for a first offense or without one "time out".
Do not think in terms of what specific behavior can I get away with to make my gameplay easier. Just ask yourself does my behavior have a negative impact on others. PGI can ban anybody for any reason they see fit. This is their game, just like private property, you may be asked to leave at anytime.
Now if you were below an enemy and caused them to be pinned this is just good "dirty fightin". There have been plenty of mechanics that folks have used in the past that were probably outright exploits, but as long as the code allowed it and PGI did not make a statement concerning it nobody was banned to my knowledge. (see UAC no jam and MG/flamer spam)
