No real army first invades without scouting, assessing the situation and considering the options.... But that is what we have in MWO - invasion without scouting.

My idea, is when ceasefire is lifted and new planets are available for attack or defense - that you must scout to build up sector intelligence points. New battles require new intelligence, as each intelligence point gained is one mech's slot on a invasion or defensive for that sector.

These points are localized to the sector that all pending scout parties vote on prior to the mission (one vote per pilot). Votes are tallied each minute (or 2) by the server, and majority wins for matchmaking. If no majority, a random sector from the votes is selected.

Same process is used to drive which sector is used for invasion/defense. This means a larger defending/attacking faction can controls the selection of what battle occurs when.

What this will do:
- Balance out the queues for scouting and invasion.
- Your faction can focus on one sector, to unlock (or block) items quicker for that one sector.
- A faction may have to give up some sectors or even planets, to achieve a greater goal (or recruit more!)
- This allows factions to drive their player base to focus where their missions ultimately occur.
- If a faction neglects to match up scouts to scouts, and the other faction is uncontested by a shorter wait of 5 minutes, they get a 6 point reward (half of the points needed to mount an invasion or defense)
- If a faction neglects to attack/defend, with the opposing faction going uncontested by a shorter wait of 5 minutes (if the original faction has the points), or 10 minutes if they need to build up the points first, they win the sector.

So...
- Your faction needs to win scouting missions, to be able to attack or defend.
- It has to be a balance, so you can't all sit in queue to attack or defend, leaving your other planets and sectors barren of your faction's activity. Leaving the enemy uncontested is a quick way to lose sectors, which loses planets!
