It comes in during a patch with highly polarizing and controversial changes. The 'Mech is actually really good, but it's a tertiary topic to the anger over the balance changes and the pushback to that anger.
Also, deckles.

From what I've been seeing with it, is it has an easy to hit CT, that you can strike the CT from most angles...

Might have something to do with having to use all 8 pods to get the quirks, and well the Delta pods are not fantastic...

And you get 8.5t in stock armour to work with for weapon, ammo and equipment.... maybe a few people are having issues finding a build that works for it?
Personally I'd do something like this with it:
VPR-D

They are absolutely fun to play though but the issue is, that I can't think of a single reason, outside of the fun factor, why you would want to bring one over a Cheetah. The JJs and mobility/agility are great but its not enough to outweigh a Cheetah;s ability to mount ECM or the simple fact that despite having less armor, the Cheetah is more durable due to size and hitboxes.
Personally I think the chassis needs a little quirkage in the form of at 10% heat reduction on energy weapons and extra structure in the legs and arms pretty much chassis-wide, meaning that the bonus needs to be on the CTs. At that point, there would be an actual reason to possibly choose the Viper over the Cheetah.
