There are zero Lights that are "too good." Even when it was brand new, I never thought the Arctic Cheetah was "too good." Not since the Spider was legitimately broken in the game has any Light been "too good."
The Locust IIC will not be, either.
Sure, it runs fast and has a lot of lasers however it also features paper thin armor, can be dramatically crippled in one salvo of Streaks, and has to run as hot as the sun to fit those guns. Those guns, by the way, cannot be used to alpha-strike with because of ghost heat, which means it must stagger fire. Stagger fire means more exposure time, which is lethal to Lights.

Looking at the heat penalty tables, it could alpha strike with 9 small pulse lasers. But it would probably generate about 95% heat. And since you'd probably be running the minimum number of sink to fit 9 tons of lasers, it's going to take a long time before you can alpha again. Safe to say, the DPS on it would be pretty poor.

It won't be able to fit 9 tons in lasers and still run at a decent clip. Its standard build will likely be 9x cERSL, with alternates being 6x cSPL, 6x cERML, and 4x cMPL.

The really bad thing about the IIC mechs is that Clanner get improved versions of IS mechs, while IS has to fight in outdated and inferior mechs.
If PGI continues to release them they have to MAKE THEM AVAILABLE TO THE IS IN FACTION PLAY.

TBH, even during the infamous "Spider meta" I never thought it was that great of a mech. All of the compie players used Jenners or sometimes the Raven 3L during that time frame, because the Spidey has always had too little firepower to be impactful in most cases.
All the Spidey could do (and still does today) is be really annoying.
