Is your definition of builds that work only ones that can have high alphastrike?
The cooldown increase and reduction in efficiency of cooldown modules is going to help bring back that feeling the game had when it was early in beta. Longer engagements where peeking your nose around a rock didn't result in you being blown up in an instant.
