I'd rather have them loose the "splash" effect (which isn't real splash, it's an arcing but w/e) and have 10 power instead.

Give all PPCs some slpash, and use power draw to only the direct component and one half of the splash?
So like this:
isPPC = 6 +2 +2 dmg, 9 heat and 8 draw
isERPPC = 8 + 1 +1, 14 heat, 9 draw
cERPPC = 10 + 2.5 + 2.5, 14 heat, 12.5 draw
Otherwise, if we want to use the .75 multiplier that other spread weapons have, we could use something like this, but I think that it would not be liked that way:
isPPC = 5 +2.5 +2.5 dmg, 9 heat and 7.5 draw
isERPPC = 5 + 2.5 +2.5, 13 heat, 7.5 draw
cERPPC = 7 + 4 + 4, 14 heat, 11.25 draw
I would be fine with any, but I am usually also for strikter and lower limits (24 power pool and a 1.0 to 2.0 penalty per damage over).

I was going for simplicity. But, I have no issue with this because at least it introduces consistency.

But still... we need to test system, not make ideas of re-balancing weapon. When all system of ED starts working fine - most of weapon needs a just tiny tweaks.
