The matchmaker has been explained in quite some detail, it doesn't know anything at all about how many matches you've recently won or lost. All it knows is your current PSR and a formula for increasing/decreasing it based on each match result.
 
It then tries to match teams of equal total PSR within the tier thresholds it has been given, with release valves for reducing waiting times so you can get really lax matchmaking for low population hours or weight class based events and so on.
 
The matchmaker does not know any of your stats, it neither knows or cares about your W/L, your K/D or any other stats on your stats page. Neither does it care if you've lost the last 99 matches, you're still just as likely to lose the next one.
 
It's basically a ELO inspired system with the modifier being a formula for personal results instead of team skill difference, and it has a positive bias towards increasing your PSR. It's not a very complicated system and easy to read up on.
 
This type of system eventually 
leads towards a 1:1 win/loss ratio, 
but it doesn't try to achieve that, that is just a natural result of ELO type matchmaking.
