I think maybe the answer is not a heat penalty but if you use all of your energy draw points that you get the MASC,Jump jet penalty of the cross-hair shake that gets more and more unstable until your points build back up, that would make it more like the alpha penalty in lore. so you no longer need the cER PPC and Gauss changes that are anti-lore.
