I'm trying to reconcile the 3N's great +40% ballistic velocity quirk with the fact that it only has two ballistic hardpoints (shakes fist at PGI).

Twin AC/20s? Desperately need velocity for them.
Gauss Rifle? 2,000 meters/second + 40% is a LOT.
AC/10s; all the whom of a UAC/5 double fired but all at once, and it'd make damn good use of that quirk.
Ballistic velocity probably no longer enhances PPCs. But if it did, tack in some PPCs too into the arms...

If it had more than 2 hardpoints for balistics then it probably would not have such a strong quirk.

I can echo the idea of AC10s with those Medium Lasers, they make half decent brawlers if you're careful.
Personally, I find my RFLs perform best with 2 (U)AC5s and 2 (ER) Large Lasers, to make use of that speed and range to protect their fragility.

This should be obvious. Consider:
You've a mech you want to give an ERPPC quirk to.
If it has 2 E hardpoints, you could give it -40% ERPPC heat, which would be great, but still only 20pts of ERPPC hit.
But if that mech had 4E, that quirk is insanely powerful.
This, incidentally, is why PGI would have a way easier time with quirk balancing if they could do it per-hardpoint.

I haven't been able to design a UAC RFL that carries 2x ERL and can still move at any speed. Any hints appreciated.

Straight from the pages of metamechs.com here is a 3C build that does it well.

Note it uses regular large lasers, and not ERs. There is a good reason for that.
This mech is designed to pop out from cover and then blast the enemy with everything and then back down into cover.
The burn time (duration) of large lasers is approximately the same amount of time it will take you to "double tap" the UAC5s.
Using ER lasers instead will increase the burn time, thus leaving you exposed for a longer period of time to enemy fire.
