Phoenix Hawk doesn't need much of an improvement if you play pure striker. It will never be "competitive" if you mean one of the minute number of mechs people favour in pure competitive 12 man tournaments but it does well if you try to avoid face to face entanglements.
Viper... tanky? In my opinion that's the only thing it isn't as much as I like it.
Dunno man, my Viper has survived multiple games down to 25% and below, she's got good hitboxes if you play conservatively, get out of dodge when you need to and whatnot. Maybe she could do with a boost, possibly structure, but she's fairly fun to pilot and hot on her feet, with a cheeky bite to match.
I disagree with the Phoenix, the hitboxes don't favour her, she doesn't really have that great offensive power...She's the size of a Griffin, she's a giant light 'mech. And at 45 tons, that isn't a good thing. Blackjack's still the king of 45's, good scaling (Less so since they inflated it), good hitboxes, great weapon placement, great mobility, great firepower potential. I'm all for striking, hell, love my Gargoyle for that, but the Phoenix doesn't do the trick, rather use a BJ-1X or Wolfhound, both get the job done far more cleaner then that of the Phoenix Hawk. And both seem a hell of a lot tougher, durability wise, which sucks since I love the Phoenix Hawk, it's just that she was shoddily implemented. The only one I find serviceable is the Roc and that's due to the missile hardpoints, the rest seem really lackluster. Too big, too undergunned, when you've got the 'mech the size of a Griffin, and fairly closely matches the speed of the Griffin, but lacks the armour and firepower of a Griffin...You've got a worse Griffin.
