It's on all wave 1 and 2 clan mechs iirc. Was probably PGIs way of trying to force us to buy camos.
Newer clanmech releases are fully paintable though.

It's mentioned in one of the books (perhaps the Jade Phoenix trilogy) that Clan Mechs are often left in a rough condition cosmetically, as it's a waste of time and resources to go about repainting and prettying up when they're going to be going into combat anyway.
