This could be alleviated by allowing for arm actuator override so mechs with actual arms can trade out arm reflex for higher weapon positioning.
But it won't be.

what do u want, +16 structure and +16 armor in the arms? u can't give medium mechs quirks like that, bro. its not PGIs fault.

What's far more frustating for me and my playstyle is the overheating. This Mech only runs well with energy weapons, so give it heat gen quirks to use them properly. (And, for the record, those AC-builds are horrible).

Maybe look at the quirks on the new cataphract, and say yes, we do

You jumped to the slightly bigger example of the Centurion. My mind went to the 10 ton lighter Panther. Don't have the client up atm but I think its gun arm actually has more total armor than either of the Phoenix Hawks arms...again at 10 tons lighter.
(I may be thinking pre PH quirk but I know they are close).
Edit: Aw crap I just realized that PGI will now probably just nerf the Cataphract, Centurion, and Panther in light of the comments above. Great.

the phoenix hawk was just another disappointment from them. another fragile mech without the abilities to be any good apart from a fast skirmisher that gets ripped by literally all clanmechs, not to mention the PPFLD now that clans have.
tell me one reason to even bother about this game ever again. i had such bad battles with such hard imbalance than i cant imagine when it was worse. not even closed beta was as bad. not even the time as clans first came in where IS really struggled.
and what do we get? a bushwacker that will be just as useless as a phoenix hawk.

The Bushwacker will be the first medium that can bring 3 AC5s with an XL engine. That's cool. The balance isn't that bad, the Kodiak is the only real outlier on the OP side.
If anything is going to drive me away from the game, its going to be that Energy Draw is terrible.

Cuz its still the only game with even a hint of BT or MW. That alone would probably be enough for many (alas). And as bad as it may be, I still think it can be a lot of fun when played in groups.

3 ac5, lots of ammo that cant be stored on a XL dying instantly as soon as the ammo dies.
low AC hardpoints that have to expose most of the mech. theres nothing worthwile on that.
it has to use mainly ammo consuming weapons and therefore its a walking ammobox easy to kill per ammo explosion. a KDK-3 just has to stare at it. a night gyr with dual gauss + ppc will propably one shot it.

this game isnt battletech. its a CoD with robots. the players are as bad and dumb like they are there. the gameplay is nothing different.

No it certainly isn't Battletech nor is it really Mechwarrior. It merely has a faint whiff of both games in its stench.
That certainly isn't enough for some folks and with this I sympathize and understand, but like I said, in a group it can still be fun and that is after all what I play games for...the fun. When it ceases to be that, then I will certainly call it a day and move on (like so many seem to be).

Although I agree that Call of Duty has been vastly more successful than this game, probably because they don't have a community that begs the developer to make the game easier all the time or try to stick to a board game/novel series source because shockingly enough, that doesn't really apply to a first person shooter, which is why all MechWarrior games have deviated from BattleTech significantly.
