I think all Mediums and Lights should have one. They have the biggest balls after all and so naturally you need to keep em cool to avoid uncomfortable swampiness.
These are lost tech, so to have one in your mech is to be a God.

Clearly in the 31st century, there is no such thing as health and safety, even armies have managed to work out that having uncovered fan blades, causes months of training to be rendered useless in a few seconds.
