How about mechs actually have the mounts they are supposed to? Ex. Raven 3l has 2 laser mounts and 2 missile. Kodiak has 2 ballistic mounts per readout vice 4. And so forth.

Under what instance would the stock Spider-5V's hardpoints be good in this game? Hint: It would suck.
Most Lights would be worse, and mechs like the Arctic Cheetah would essentially dominate other Lights even further.

So light end mech lose some ground. But assault boats also take a hit. Kdk 3 only has 2 ballistic mounts BTW.

So Dual Gauss+Dual PPC is not in the cards?
As I said before... you have to do a lot more thinking about it... it's not just Lights, but a lot of other mechs won't be able to compete.
You need to do some underground work before you come to just thinking you'll "rebalance" things when that's not the case at all.

So... let me give you a better concrete example... because it's not just about meta, but moreso mech identity.
Compare the Atlas-S and Atlas-D-DC's stock hardpoints.
If we used your rule/logic, the Atlas-S immediately becomes better. None of its hardpoints get removed in the process, and the Atlas-D-DC is limited to a 1B, 2M torsos... which is gravely inferior to its S counterparts, despite having ECM. With the hardpoint inflation that it has, you can run an ECM build with 3 ASRM6+AC20 (which is generally the base build for most D-DCs)... whereas your rule would remove that extra SRM6 which is totally required to brawl even remotely successfully (the S has the space, which the D-DC trades the extra slot for ECM - making it a decent alternative option).
While this isn't the best example, but it shows how dramatic such a change would be. Hardpoint inflation is designed to keep variants competitive with one another... otherwise PGI has no purpose in trying to sell you other variants. How do you think PGI would be able to sell other Supernova variants otherwise? (They would have to make up their own variants of course, but that's not the point).
