Ideal value would be 20 minutes so 3 times in an hour.

Though the grab bags are weird. They seem to reset every hour at XX15 rather then XX01 hours. Bizarre.

For computers, an hour is something close to infinity. RAM can handle MILLIONS of records in split seconds.
Even servers commnicating via LAN or internet can transfer tens of thousands of records in a matter of seconds. And assembling them from in-memory data to a string takes virtually no time if done properly.
Of course, I also see on a regular basis crap code based on crap code libraries which themselves are based on crap code.
Stuff gets copied around hundreds of times mindlessly before it gets actually used.
I wonder if that is the case here.
And/or if there is some bottlenecking crap SQL DB that slows everything down.
