Not so much. Can he aparate an entire building? Because from his perspective, that's exactly what a 'mech is, a small, mobile fortified building. Now a Jumper might be able to do it, but we aren't talking about Jumpers. Also, Dobby can't just send something, he has to take something. And I don't care if he's an elf, he'll crush just as instantly as the 'mech when they arrive. Arriving any higher than crush depth gives the pilot a chance to survive, but yes would destroy the 'mech (provided it doesn't have jump jets, which strangely seem to work underwater).
I've read about the effects of magic on technology in the Dresden Files, but never in the Potter 'verse. And even then, the range is limited to a few hundred feet when they're actually TRYING to hex a piece of tech. Far too short to affect a 'mech whose pilot is certainly going to start shooting as soon as they're within range.
The Death Curse suffers the same drawback. It obviously can't kill the 'mech, but it can of course kill the pilot. But that still seems to have a limited range and has always apparently required line-of-sight on the target. Can't curse a pilot you can't actually see.
Only ritual magic has the range to take a 'mech in any 'verse, but it takes far too long, and almost always requires a personal or at least knowledgeable connection to the target.
BT just way outclasses HP. Tech always has outclassed magic. Anyone can use tech, tech always works, tech is ultimately more powerful. Magic is just a wishful fantasy, even in the stories where it's real.
